Council approves task force report, dozens of routine resolutions and contracts; select items referred for further review

The Detroit City Council met March 21, 2025 and handled a mix of policy presentations, routine committee referrals and a block of voting matters. The council accepted the Adult Literacy Task Force report and approved a series of resolutions and contracts across departments; several items were sent back for more review or scheduled for a future hearing.

Several items were referred to standing committees for additional review or were continued to a later meeting when presenters or additional materials were not yet available. The council also approved multiple routine departmental reports and made referrals to Budget, Finance & Audit; Internal Operations; Neighborhood & Community Services; Planning & Economic Development; and Public Health & Safety committees.

What council members asked for or required before final implementation

- For the city’s Good Neighbor Plan monitoring contract, council members requested a district-by-district report on compliance and outcomes; the administration committed to provide a combined citywide and district-specific report later in the week.

- For the after-hours outreach contract, councilmembers asked that informational materials be posted at transit hubs and bus shelters and asked the department to publicize the after-hours phone number and workflow for people who are unsheltered.

- For the new fowl licensing, members requested outreach and education before enforcement begins, and asked the department to clarify the cost and source of the certificate-of-health requirement (veterinary documentation). The law department confirmed the ordinance was not intended to criminalize historical ownership but requires licensing going forward.

Ending

The meeting contained a substantial public-comment period that touched on property tax assessment, housing and homelessness, transit and other matters. The council scheduled several administrative and follow-up briefings and will resume budget sessions the following day.
