Council committee backs zoning change to allow up to four independent marijuana testing labs

The City Council committee voted unanimously to advance a zoning amendment that would increase the number of independent testing laboratories for medical and adult-use marijuana in Marlborough from one to as many as four.
Council President Ossing introduced the item and read a planning board recommendation that the board voted 5–0 to send a favorable recommendation to the City Council on March 10, 2025. Ossing said the change is intended to help the city attract more independent testing laboratories.
Committee discussion was minimal; no members of the public spoke in opposition at the committee meeting, and planning-board questions were answered during the hearing. Councilor Maven moved to approve order number 25-109351; the motion carried 5–0.
The amendment modifies the Wayside/medical-marijuana zoning provisions to increase the allowable number of independent testing laboratories (the committee noted the change applies only to independent testing labs and does not alter other uses). The committee signaled it would seek a suspension on Monday to move the measure forward for further council consideration and solicitor review.
