Perrysburg committee advances one-year ferrous-chloride contract with EBS Chemicals

The Public Utilities Committee on Feb. 12, 2025, advanced a proposed one-year contract with EBS Chemicals to supply ferrous chloride at $0.75 per gallon and moved the item to city council for final approval. Staff said the chemical is used primarily for coagulation, phosphorus removal and biosolids handling at the wastewater treatment plant.
Public Utilities staff described the procurement as time-sensitive because quotes typically remain valid for 30 days; that was the stated reason for seeking an emergency declaration to lock the quoted price and secure delivery quantities. Staff said two quotes were solicited for the chemical and that PVS Technologies was the lowest in the prior procurement round.
Committee members asked whether the contract would cover the year’s needs and whether the quoted price reflected previous prices; staff said the contract is expected to be for one year and that they would provide historical pricing and note whether prior contracts included escalation clauses.
"Ferrous chloride is used in wastewater treatment for, primarily coagulation. It also helps with, phosphorus removal and, in biosolids handling," Public Utilities staff said. When asked about prior quotes, staff said, "We did have 2 separate quotes ... PVS Technologies was the lowest."
The committee recorded no objections and referred the contract and emergency request to city council for award authority and any required emergency finding.
