Committee approves multiple procurement contracts and easements; several memos returned for further review

The Detroit City Council Public Health and Safety Committee approved a series of procurement contracts, easements and a recognition resolution and handled several memos with either "receive and file" or a two-week return for further work.
Contracts and actions approved or advanced to formal session included:
- Contract 3082044 (emergency demolition, blight funding) with DMC Consultants (Detroit) for $22,513 (item 6.1): approved and sent to formal session with recommendation to approve.
- Contract 6004341, Amendment No. 1 (one-year renewal for electronic reporting and investigating systems for stolen goods) with Lehi Leads Online (Texas): increased amount $185,470; approved and sent to formal session with recommendation to approve (item 6.2).
- Contract 60070221 (staffing services for public lighting) with VMX (Detroit): two-year term for $150,000 for public lighting services (item 6.3): approved and sent to formal session with recommendation to approve.
- Contract 6007025 (emulsified asphalt, major street funding) with Cadillac Asphalt (Detroit): one-year contract for approximately $657,500 for Public Works (item 6.4): approved and sent to formal session with recommendation to approve.
- Report for security at senior citizen complexes (item 6.5): received and filed.
- Utility easements (items 6.6'6.8): new easement requests at 111 Adeline Street, 2828 Woodward Avenue and 7600 East Jefferson Avenue were approved and sent to formal session with recommendation to approve.
- Resolution recognizing a health awareness observance in March (item 6.9): approved and sent to new business with recommendation to approve.
Several memos were handled as follows:
- Item 5.5 (memo relative to questions regarding a local state of emergency declaration): received and filed.
- Item 5.6 (memo requesting a mandate for Detroit parking services to conduct wellness checks on unhoused people): committee asked staff to bring this back in two weeks.
- Item 5.7 (memo regarding a complaint alleging police misconduct): received and filed.
- Items 5.8 and 5.9 (training for child care center owners and an item relative to insulation of tools to prevent wrong-way drivers): received and filed.
- Item 5.1 (request for a legal opinion on green energy requirements for data centers) and item 5.11 (request to draft an ordinance concerning DPD video release): each was set to be brought back in two weeks for further discussion with the law department and LPD as appropriate.
Motions on most approvals were made and carried on "no objections," and the transcript records the committee sending approved items to formal session or receiving memos for filing without recorded roll-call tallies.
