Committee sends Bridging Neighborhoods resolution amendment forward; program to remain through Stellantis Phase 3 closeout

Committee members voted to approve a resolution amendment that would expand programming under the city’s Bridging Neighborhoods initiative.
Rico Rosso, chief of home repair and neighborhood services in the Housing and Revitalization Department, told the committee the Bridging Neighborhoods effort began in coordination with Gordie Howe Bridge planning, and that the program has been providing home swaps and home repair in Southwest Detroit’s Delray community. Rosso said the city recently offered four homes for a final round of home swaps in Delray and reported one match that will go under construction.
Rosso said Bridging Neighborhoods has assumed the community benefit agreement Phase 3 Stellantis home repair program, which is set to be completed at the end of 2026. “At a minimum, Bridging Neighborhoods as a department will stay on through the closeout of Stellantis Phase 3,” he said, and added that the resolution amendment would allow for additional programming and could extend the division’s continuity beyond current timelines if new programming is approved.
Committee members asked about timelines as the Gordie Howe International Bridge work and related neighborhood programs approach ribbon-cutting and closeout dates. The committee approved the resolution amendment by voice consent and sent it to formal with a recommendation to approve.
