Committee recommends eliminating longevity payments for elected officials; bars elected years from counting if hired by city
Summary
The committee voted to recommend an ordinance amendment that would delete a longevity-pay provision and, as amended, prevent years served as an elected official from counting toward longevity if that person later takes a city job.
The Everett City Council Committee on Legislative Affairs on March 10 recommended that the full City Council approve an ordinance to delete a longevity-pay provision and bar elected years of service from counting toward longevity if an elected official later becomes a city employee.
Councilor Smith said the measure was first worked on with Councilor MacKenzie in 2022 as an effort to eliminate the longevity bonus. Smith told the committee the Inspector General had asked the city to eliminate longevity payments to elected officials. The current draft presented to the committee would delete section 7-167 in its entirety and replace it; an amendment from Councilor DiPiero would add a paragraph providing that “Going forward, any person employed by the City who has previously held elected office shall no longer have their elected years of service factored into their longevity payment.”
Councilor Rogers said she helped draft the ordinance and supported the DiPiero amendment. Councilor Marchese asked whether there were people currently affected; a member replied that one person was in that situation. The committee voted to approve the amendment and then voted to recommend the ordinance as amended favorably to the full City Council.
Because the committee only recommended the ordinance to the full council, no change to the city code becomes effective until the City Council acts. The committee record shows the motion to recommend the item as amended passed on a voice vote.
