Committee recommends amended travel-expense rule changes to full City Council

The Everett City Council Committee on Legislative Affairs on March 10 voted to recommend favorable action to the full City Council on amendments to rules governing preplanned travel and conference expenses for city council members and staff.
Councilor Smith said the amendments were drafted after a request from the chief financial officer to add language requiring compliance with the city’s expense reimbursement policies. Smith told the committee the amendments will require that City Council reimbursements “conform with the city's expense, reimbursement policies, including the travel policy if there's a difference,” and that the changes will apply to City Council members, anyone appointed by the City Council and City Council staff. The amendments also remove a provision limiting coverage to in-state travel so the rule covers all travel.
The committee also approved a technical amendment changing a subsection reference (from D.5 to C.5 of Rule 54) and the chair said the specific formatting questions could be resolved after the meeting if needed. A motion to recommend the order favorably as amended to the full City Council was made, seconded and carried on a voice vote.
The committee did not provide a final codified text at the meeting; staff indicated they would ensure the amendment language is recorded correctly and reflected in the full rules package before the council takes final action.
