Aldermen discuss Joseph Street access concerns amid Goffstown subdivision application; staff to provide technical review

Aldermen discussed neighborhood concerns about proposed development access near Joseph Street and the potential for Manchester to weigh in on a Goffstown subdivision application.
Alderman O'Neil raised communications from residents in Ward 12 about congestion and tight street geometry near the proposed access. The board asked city planning staff about options for responding. Planning staff (Jeff / Director Belanger) said the submission will be presented to Manchester's Planning Board at its next meeting, and the technical review committee (DPW, Waterworks and staff) has already been provided the developer's plans for comment.
Staff said Manchester could submit a letter, have a board member or staff testify before Goffstown's zoning board (when the developer provides official notice at least 15 days before their hearing), or be treated as an abutter or a municipal commenter depending on procedural rules in Goffstown. "This will be brought to the planning board's attention at their next meeting," planning staff said, and added technical comments will be provided by city departments.
Aldermen asked whether Manchester could refuse to grant local access; staff said they would need to research that question further and noted rights-of-way are under municipal control but that intermunicipal access disputes can be legally complex.
Staff committed to review the plans, return comments to the board and to coordinate next steps with the planning board and technical review committee. No formal board resolution was adopted at the meeting.
