Perrysburg council approves fleet purchases, ESRI contract, park prairie project and other measures

Perrysburg City Council approved a series of resolutions and one ordinance on motions read and passed during the meeting, including emergency measures for equipment purchases, software licensing and a park restoration project.

Resolution 3‑2025: The council passed Resolution 3‑2025 as an emergency measure to authorize the mayor and director of finance to advertise for bids, enter into contracts, and participate in State of Ohio approved purchasing programs for vehicles and equipment approved in the 2025 budget, and to allow trade‑ins or outright sales of surplus equipment. The council voted to adopt the resolution under emergency procedures.
Resolutions 18‑20 (emergency measures): The council passed three related emergency resolutions together. Resolution 18 authorizes the mayor to accept funds donated in memory of Joe Wallace. Resolution 19 approves then‑and‑now purchases totaling $17,434.58 as attached in the exhibit. Resolution 20 authorizes a three‑year agreement with Environmental Systems Research Institute (ESRI) to provide the city with unlimited, unrestricted ESRI licenses and software (contract renewal) as described in the exhibit; council approved passage as an emergency measure.
Resolution 21 (emergency): The council approved Resolution 21‑2025, an agreement with the Toledo Zoo to install native shortgrass prairie plantings in Riverside Park in an amount not to exceed $65,466.98, and declared the measure an emergency.
Ordinance 8‑2025: The council passed Ordinance 8‑2025 amending Codified Ordinance 12.50.031 concerning conditions of approval, signs and related provisions in commercial districts.
Several other items were introduced for future readings. The finance committee had forwarded an amended hotel tax proposal (post‑committee discussion to raise the levy from 3% to 6%) to the council for three readings; that ordinance was introduced for first reading by number and title and will return for subsequent readings and public comment.
All roll calls recorded during the meeting showed affirmative votes for the measures described above; motions to suspend rules and treat the items by number and title were moved, seconded and approved where noted in the record.
