Board changes Hortonville Recreation hours, tables staffing request

HORTONVILLE, Wis. — The Village Board voted Feb. 20 to change the Hortonville recreation program schedule, moving weekday hours from 9 a.m.–3 p.m. to 9 a.m.–4 p.m. Monday through Thursday and eliminating Friday hours. The board also tabled a separate proposal to add a full-time, year-round recreation staff member until the recreation director can attend a future meeting.
Board members said the director recommended removing the short Friday hours and adding one hour Monday through Thursday because Friday sign-ups were low and scheduling a short Friday shift (two hours) required staff to come in for limited time. "You're not paying them any more hours because if you're eliminating a Friday and adding on a couple, you know, two hours... I think they're less either way," one trustee said.
Several trustees expressed concern about whether families use the recreation program as informal childcare on Fridays and whether the change could create childcare gaps; trustees urged staff to consider attendance patterns and the needs of families. The board voted on a motion to set program hours Monday through Thursday 9 a.m.–4 p.m. and to eliminate Friday hours; the motion carried on a unanimous voice vote.
On staffing, the agenda listed adding one full-time staff member, described in the packet as a year-round position. Trustees said the request lacked details on budget impact, current staffing numbers and whether the position would be funded within the existing recreation budget; the board voted to table that item until the recreation director can provide details and answer questions about budget and staffing models.
The board noted that sign-ups for programs will begin soon and that any staffing changes should be informed by enrollment and budget detail before approval.
