Hartland trustees approve $4.33 million in vouchers, amend 2024 budget and award three infrastructure contracts

The Village of Hartland Board of Trustees voted to pay vouchers totaling $4,329,168.07, approve a budget amendment for 2024 and award three public-works contracts during its regular meeting at Village Hall.

The voucher payment includes routine operating costs and the pass-through tax settlement the village collects for other taxing jurisdictions, village staff said. Trustees heard questions about some line items (including an Amazon Prime membership charge that staff said was miscoded) before adopting the payment by voice vote.

Trustees also approved a budget amendment to close out 2024 accounts. Staff said building inspection fees and interest income exceeded conservative original estimates — building permits alone were reported at $487,000 versus a $100,000 budgeted amount — and the adjustment moves excess revenues into contingency to balance expenditures.

On capital projects, trustees awarded the 2025 paving contract for multiple neighborhoods to Wolf Paving Company Inc. for $1,467,878.55 after a trustee raised past quality concerns about the vendor. Village staff and one trustee noted Wolf paving has new management and said prior problems had been remedied. The board voted to award the contract to the low bidder under the village’s procurement rules.

The board approved three other infrastructure awards: lift-station upgrades for Shadow Ridge Drive, Rustic Lane and Arlene Drive to Mid City Corporation for $501,825 and a Progress Drive sewer relay to Globe Contractors Inc. for $833,556.25 contingent on Wisconsin Department of Natural Resources sewer-permit approval. Staff said the lift-station work includes new pump controls, larger pumps at Arlene Drive and electrical upgrades; the sewer relay will replace an 8-inch main with a 12-inch main to carry anticipated development flows and includes an option to repave the full road.

Trustees and staff emphasized warranty and contract enforcement: staff noted the village enforces written contract standards, and problem work must be corrected under the contract and its warranty provisions. For the sewer relay, staff recommended up-sizing to a 12-inch pipe and repaving the full roadway now to avoid future repeated disruptions to adjacent businesses.

Several trustees asked questions before votes, including requests for follow-up on miscoded vendor charges and more detail on prior performance by Wolf Paving. Staff said they would check specific voucher line items and noted attorneys advised the village cannot disqualify a qualified, low bidder absent specific bid deficiencies.
