HORTONVILLE, Wis. — The Village Board on Feb. 20 accepted Planning and Zoning Commission recommendations to approve the sale of two parcels and to rezone a portion of parcel 240022803.
Planning and zoning staff described the proposal as splitting a larger nine-acre tract and attaching portions to adjacent properties, leaving one lot of about 1.3 acres and other parcels of roughly 15–16 acres. “Basically, they're splitting out the larger 9 acres that was there, attaching that large portion of it to the 6 acre property next door, and then leaving 1 lot that's 1.3 acres,” a planning presenter said at the meeting.
Trustees moved and seconded motions to accept the Planning and Zoning Commission recommendations to sell parcels 240022800 and 240022803 and to adopt ordinance O-01-25 to rezone Lot 1 of the proposed certified survey map from agricultural to single-family residential. Both motions passed on voice vote.
Board members asked whether rezoning would change taxes; staff clarified that tax assessments are primarily handled by the county and that a change in land use could change the tax bill because of parcel-size or value changes, and that rezoning itself typically does not immediately change village tax rates. Staff also noted that property owners sometimes pay fees when changing from agricultural classifications to residential if they previously qualified for agricultural assessment benefits.
The board approved the sale and the rezoning by unanimous vote, sending the changes to the county processes for any tax or assessment updates.
