The Village of Hortonville board voted to retain the engineered 41-foot cross section for downtown Main Street after residents, the county highway commissioner and village engineering staff debated safety, business access and schedule and cost trade-offs.
The decision matters because the design shapes pedestrian space and on-street parking downtown and is linked to a planned 2026 construction schedule. Board members and residents raised safety and aesthetic goals; engineers and the county warned that changing lane or parking widths now would push the project off the 2026 construction window and increase costs.
Trustee Jim expressed skepticism about narrowing the street to slow traffic, saying, "I don't know that adding an extra 2 feet makes it significantly safer. I can't make that argument." He described the feeling of narrow lanes but said forcing slower driving by narrowing alone is not guaranteed.
An MSA engineer briefed the board on the design process and schedule, saying the project is "at currently roughly 60% planned" and warning that "changing the roadway by a foot or 2 feet or even 6 inches sets us back quite a ways." The engineer said moving the design back would likely push the project beyond the planned 2026 construction start because plans, easements and permitting must be finalized before bidding.
Outagamie County Highway Commissioner Dean Steinbever, who said the county has tried to balance local input for downtowns, urged trustees to consider how narrower downtown streets have performed elsewhere. He told the board that local business owners in other communities ultimately favored narrower, pedestrian-focused designs and that, speaking from discussions with New London residents and business leaders, "it is what we wanted. It's better for the businesses." He also noted practical constraints such as timing for bids and obtaining easements.
Engineering details discussed at the meeting included a proposed 41-foot roadway with 9-foot parking lanes (the transcript noted a 9-foot proposal and a minimum of 7 feet) and 11-foot travel lanes (the engineer noted a 10-foot minimum). The engineer said studies indicate that in urban settings each extra foot of roadway width can raise average driving speeds by roughly 3 miles per hour; trustees pointed to the presence of four-way stops at each end of the corridor and other traffic-calming elements.
Board members and several downtown business owners who spoke during the discussion said they favored a pedestrian-oriented downtown with wider sidewalks and on-street parking that supports retail activity. One business owner told the board the downtown "is charmingly small" and should be "geared towards pedestrians." Several speakers cautioned that changes now could raise the cost of a roughly $7,000,000 project (an increase of 4% on that total was cited as an example that would be roughly $250,000) and could shift assessments onto property owners if costs rose.
After discussion, a motion to keep the plan as engineered was made and seconded, and the chair announced the motion carried.
The board did not adopt any change to the current design at the meeting; staff and engineers said making changes now would require revising plans, securing any necessary easements, and rebidding work, which could remove the 2026 construction window.
Going forward, trustees said they would rely on the materials and schedule already produced by the engineering team and county staff and monitor any further public feedback. The downtown design and timing remain scheduled as presented to the board, with construction anticipated in 2026.
