The Village of Hortonville board voted Feb. 6 to create three new reserve accounts intended to smooth future large or irregular expenses.
Finance staff told trustees the resolution (R-1-25) does not move money into those accounts at adoption; it only establishes the separate ledgers so funds can be held or earmarked in future budgets. The three reserve accounts identified were: (1) payouts of employee benefits, (2) larger building maintenance projects expected over a multi‑year horizon, and (3) a recreation program reserve to normalize donation swings.
Board members said department heads were asked for suggestions a month earlier; the new accounts reflect items raised by staff (the rec program and benefit reserve) and a building maintenance account proposed by a public‑works representative. Trustees discussed minor housekeeping — including updating an internal date in the resolution — before voting.
Trustees approved R‑1‑25 by roll call. The board’s vote followed a motion to adopt the resolution with an updated date (June), and the chair declared the motion carried.
The board will need separate board approval before any department spends money from these newly created reserves; staff said department heads must seek board authorization to draw from the accounts.
