The Salem School Board conducted a first reading of a substantially revised community-use-of-school-facilities policy (policy KF) at its March 20 meeting. The proposed revisions update language and procedures to reflect the district’s online facility reservation system, align fee structures with the district’s performing arts center policy (KFA), and remove provisions that are no longer practiced such as a general security deposit. Staff emphasized this was a first reading and no final action was taken; the policy will return for further review and a second reading at a future meeting.
Key recommended changes discussed by administrators and staff included: - Replacing references to paper rental agreements with the district’s online reservation system; clarifying who authorizes use of specific facilities, including Grant Field; and aligning K and KFA fee matrices into a consistent four-level fee structure used by the performing arts center. - Removing the general security-deposit language because administrators said it is not current practice. - Updating references to buildings (for example, naming the Johnson Media Center instead of the TV studio) and clarifying equipment, utilities, and custodial/staff charge calculations (hourly rates reflect payroll taxes and retirement contributions and will be updated annually).
Board members asked for clarifications including combining similar matrices for youth organizations and the Rams, whether IT/media staffing is included in charges for press-box or media use, and whether vaping should be explicitly banned in the policy language. Administrators said adjustments will be made and the policy will be revised for a second reading; the board asked members to forward specific drafting suggestions to staff.
Separately, administration reported the district’s new concession/kitchen area serving Grant Field and other athletics facilities is ready for a spring opening. The nutrition-services director and athletic director will manage ordering and menu choices; some staff are ServSafe-certified and health inspections are pending. Administrators said the district will initially staff and control concessions to limit waste and manage operations, and that a formal pricing structure will be developed and shared before broader use for outside groups is allowed.
