Board appoints administrators to joint SEA–district committee on extracurricular stipends

The Salem School Board appointed three district representatives to a joint committee formed under a memorandum of agreement (MOA) negotiated with the Salem Education Association (SEA). The MOA calls for a joint committee to review extracurricular stipends—those listed in Appendix B of the district’s collective bargaining agreement—and to recommend updates to the roster of paid positions.
The board approved the administration’s recommendation to appoint Scott Insigna (director of athletics), Deborah Payne (assistant superintendent for business operations) and Stephanie Nichols (dean of students at the high school) to the district side of the committee. SEA will name its own representatives; the administration said SEA intends to assign a representative from Woodbury. The motion to appoint the three district members carried 3–0–2, with two board members recorded as abstaining.
Administrators said the committee’s work will cover extracurricular stipends across the district—high school, middle school and elementary activities—and is expected to produce recommendations for the board in early June. The board clarified the committee was intended to be staffed by administrators rather than board members.
