The Village of Jackson Personnel Committee voted Tuesday to enter closed session under Wisconsin Statutes 19.851 C to receive information about candidates for the director of public works position and to discuss the village—s 2025 employee compensation plan, the committee chair said at the start of the 6:15 p.m. meeting March 11, 2025.
The closed-session motion cited the statute as follows: "pursuant to Wisconsin Statutes 19.851 C, considering employment promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility," and said the session would address (1) information about candidates for the director of public works position and (2) the 2025 Village of Jackson employee compensation plan.
Earlier in the meeting the committee approved the minutes of its Feb. 28, 2025, personnel committee meeting after a motion and second; the approval passed by voice vote. The public transcript records the words "Motion by Emerick, second by Kripke," and shows the chair asking for the ayes and stating, "Any opposed? Motion carries." No roll-call tally was recorded in the public portion of the transcript.
The chair then moved to go into closed session to consider the personnel matters described above. The public record captures three recorded affirmative responses: Trustee Kroepke, Trustee Emmerich and President Heckendorf each said "Aye." The transcript does not record any public deliberation or final decisions reached in the closed session.
