Village Administrator Heitke told the Village of Jackson Plan Commission on March 20 that he will propose to the Village Board on April 8 that the village contract with Matt Stefan of Cedar Corp to provide municipal engineering review services.
Heitke said the village has benefited from having an in-house DPW director and municipal engineer to review plan sets quickly but currently lacks a candidate able to assume professional-engineer (P.E.) duties. He said Matt Stefan is already working with the village on the Ridgeway Drive and Chestnut project and is familiar with the village’s road standards, and that the contract would expand Stefan’s duties to include municipal engineer reviews for development proposals.
Heitke framed the proposal as a way to maintain timely review of plan sets while the village continues recruitment for a permanent P.E.-certified staff person. The item was announced for the commission’s information; no formal vote on the contract occurred at the March 20 Plan Commission meeting.
Why it matters: contracting an outside municipal engineer would change who performs technical plan reviews for development projects and could affect review timeliness and workload distribution between staff and contracted consultants. The Village Board will consider the proposal on April 8.
Procedural note: this was an announcement to the commission; final contracting decisions will be made by the Village Board if it approves the proposal.
