The Village of Jackson Plan Commission on March 20 recommended that the Village Board approve a conditional use permit and site plan for a three-tenant commercial building proposed at N171 W21860 Kamas Court by DeCamus Court Jackson LLC, subject to conditions in the staff memo.
Commissioners and staff focused discussion on a landscape buffer and exterior lighting on the building’s east side, which faces an adjacent manufactured-home park. A planning staff member requested a landscaping design that shows proposed plantings and the opacity of any berm to ensure screening of the adjacent residences and to prevent light spill from loading docks and vehicle headlights.
A representative from Design to Construct, speaking for the applicant, said the project will use a topsoil pile on site to form a berm and plantings to screen the east side of the building and the adjacent trailer park. The representative also said the developer will install full-cutoff light fixtures on the building’s east side to limit light spill.
The commission’s motion to recommend approval of the conditional use permit was made and seconded on the floor and carried by voice vote; the motion included a condition that approval be subject to items 1–4 in the staff memo (those items were included in the packet). The applicant agreed to revise the landscaping plan and provide a rendering "in the next couple of days" if the commission moves the item forward to the Village Board.
Why it matters: commissioners sought clear screening and lighting plans to protect the quality of life for residents of the adjacent manufactured-home community, and the conditions the commission requested will be part of the materials the Village Board reviews.
Procedural note: this recommendation is advisory; final approval of the conditional use permit and site plan requires Village Board action.
