Board approves change order, pay request and loan reimbursement for wastewater treatment upgrades

The Village of Jackson Board of Public Works on March 25 approved a decrease change order of $88,166.05, authorized pay request No. 13 for $256,975 and approved Clean Water Fund loan reimbursement request No. 10 for $265,205.45 for the wastewater treatment plant tertiary filters and disinfection project.
Mr. Kober, Director of Public Works, told the board the UV disinfection system “has been running for now over a week” and that staff were still testing it. He said a building will be placed over the UV system and that the system is expected to be used for disinfection from May 1 through Oct. 1 instead of seasonal chlorination. He added the filter portion “should go online” with minor tweaks expected in about two weeks.

For pay request No. 13, the board approved payment to JH Hassinger (listed in the packet as the project contractor) in the amount of $256,975 to cover recent work on the project. Kober confirmed that the work requiring the pay request is complete aside from the small outstanding items he had described.
The board also approved Clean Water Fund loan reimbursement request No. 10 for $265,205.45, which includes an $8,230.45 invoice to Town & Country Engineering and the pay request referenced above. Kober said the DNR changed its internal process but that the change did not affect the village schedule; the village needed to transmit approvals to the DNR promptly so the reimbursement could proceed.
All three items were approved without recorded opposition. Motions were moved and seconded from the floor and the chair called for voice votes; each item carried after members answered “aye.”
The board’s approvals keep the project on track for May start of UV disinfection and expected filter commissioning in mid‑April; DNR sign‑off remains a required next step.
