Todd, a Department of Community Development staff member, told the commission the application seeks a temporary garden center and that "this use...has been approved the previous 15 years." He said the proposal would replicate the prior configuration, including a single hoop house, two signs (one 32-square-foot and one 12-square-foot), and Classic Lanes providing water and restroom access.
The commission's motion set operating hours, sign and setback limits, and permitting requirements. The conditions state the garden center must operate 9 a.m.–6 p.m. Monday–Saturday and 9 a.m.–4 p.m. Sunday; signage is limited to one 32-square-foot sign and one 12-square-foot sign that meet setback requirements and not obstruct drive aisles or parking stalls; a tent permit must be obtained prior to operation; and the site must be restored to pre-use condition by July 17, 2025.
The motion was moved and seconded on the record and approved by roll call.
The permit continues a recurring seasonal use in the Classic Lanes parking lot. Staff did not report objections from the public during the agenda item; commissioners asked no substantive questions beyond routine clarification.
