County administration updates supervisors on a portfolio of capital projects, from park work to jail rehabilitation

The Florence Keller Campground septic replacement is funded with Proposition 68 per‑capita dollars (the county has received slightly more than $400,000 for that project), but staff said additional permitting and tree‑removal planning remain.
Neil (administration staff) summarized federal and state‑funded projects, noting the county has secured multiple streams of capital funding but faces gaps. “This is probably the most projects I've seen going on at one time,” Neil said, describing concurrent work financed by congressionally designated spending, Measure R and Prop 68.
Other projects and statuses included: • Jail rehabilitation — staff reported roughly $5 million currently secured (congressionally designated funds plus Community Corrections Partnership and PATH funds) against a projected $9–10 million estimated cost; county staff are pursuing USDA loan programs and the California Infrastructure Bank for gap financing. • Pike Field rehabilitation — the county received about $500,000 of a requested $1.8 million; staff recommended phasing the work and seeking additional funding. • Veterans Cemetery expansion — an irrigation system project went to bid with multiple vendors; bids were due April 4. • Veterans Memorial Hall reroof — invitation to bid issued; one contractor attended the walkthrough. • Old mental health building asbestos removal — completed; county staff said the site is planned for a microvillage, emergency shelter and navigation center under IRF funding. • ADA transition and evaluation plan — staff engaged a consultant to perform facility and program accessibility assessments; five buildings have initial reports completed.
