Hearing held on emergency discharge of Highchase resident Justin Cianci; record left open for video evidence

A Department of Public Health hearing officer held a Feb. 24, 2025, hearing on an emergency discharge request for resident Justin Cianci of Highchase LLC and left the record open for video evidence, with a written decision to follow.

At the hearing, Dr. Kulip Singh Bogle, owner and administrator of Highchase LLC, described repeated incidents at the facility that, he said, have made staff and other residents fearful and prompted the emergency discharge request. "He's been very angry and that has got progressively worse," Dr. Bogle testified. He told the hearing officer the facility has paid about $34,000 to address repeated plumbing damage attributed to the resident and said staff reported threats posted online, threats to "blow the place up," and aggressive behavior toward staff and other residents.
