Council adopts revisions to CDBG housing assistance guidelines, raising maximum deferred loan

The Mission City Council on Monday approved revisions to the city—s Community Development Block Grant (CDBG) housing assistance program guidelines. The Citizens Advisory Committee recommended the amendments at its Feb. 25 meeting, and staff presented the changes to the council.
Key changes adopted:
- Increase the maximum deferred loan for housing rehabilitation from $25,000 to $45,000 per dwelling unit. - Include manufactured homes in the rehabilitation program; the guideline language specifies treatment relative to current appraised value (the packet language shows this adjustment; staff advised council to follow the revised criteria in the program guidelines). - Revise Exhibit B (inspection checklist) weighting: raise air-conditioning (AC) score weight from 1% to 10%, reduce exterior wall score weight from 15% to 10%, and reduce interior wall/ceiling score weight from 10% to 6%.
Staff and the city manager recommended approval. Council voted unanimously to adopt the guideline revisions. Staff said the changes respond to prioritized needs identified by the Citizens Advisory Committee and will guide CDBG rehabilitation eligibility and scoring in the coming program rounds.
