Mission council actions at a glance: proclamations, permits, contracts and grants approved

At its March 2025 meeting, Mission City Council approved a series of proclamations, rezones, conditional-use permits, contracts, and grants. Most items passed unanimously; several were tabled or denied after substantive discussion. Votes recorded in the meeting minutes are summarized below.

Proclamations and ceremonial approvals - Women on a Mission Women's Empowerment Day (March 26, 2025): approved by motion and second; motion carried unanimously. - April 2025 as Animal Cruelty Prevention Month: approved unanimously. - Crime Victims'Rights Week (April 6'April 12, 2025): approved unanimously. - National Library Week (April 2025): approved unanimously and the city recognized Speer Memorial Library's award. - Girl Scout Week (March 2025): approved unanimously; council presented proclamation and took photographs.

Consent agenda and departmental reports - Consent agenda approved as presented except item 29 was pulled for separate discussion; motion carried unanimously. - Departmental reports included in packet were approved by motion; motion carried unanimously.

Agreements and personnel items - Extension agreement for Meet-and-Confer with Mission Fire Department (clarifying expiration and extension until the earlier of Sept. 30, 2025 or replacement agreement): approved unanimously (5-0).

Rezoning and conditional-use permits (selected items; ordinance numbers where recorded) - Rezoning from C-3 to R-1 at Lot 73 (ordinance 5610): approved unanimously. - Rezoning of approximately 5.151 acres (Lot 17-11 West Addition to Sherryland) from AO-I to C-3 (ordinance 5611): approved unanimously. - Conditional-use permit for a small event center (1512 E. Expressway 83) (ordinance 5612): approved unanimously; limit no more than 30 guests. - Conditional-use permit for an event center at 704 E. Griffin Pkwy (ordinance 5613): approved for a two-year permit to monitor parking concerns. - Conditional-use permit for Bottle Cream Delights events (downtown Conway) (ordinance 5614): approved for a two-year permit to monitor parking. - Conditional-use permit for pool house at 2811 Santa Ana Street (ordinance 5615): approved unanimously. - Conditional-use permit to allow on-site sale of alcohol at 1508 E. Expressway 83 (ordinance 5616): approved for a two-year term. - Conditional-use permit for sheet-metal manufacturing (Liberty Steel & Supply) (ordinance 5617): approved unanimously as life-of-use. - Conditional-use permit for portable building office (2-year permit, ordinance 5618): approved with landscaping condition. - Home-occupation permit for urgent-care transport at 3307 Amethyst (ordinance 5619): approved unanimously.

Public hearing/action items - Several zoning and CUP items were approved after public hearings with no opposition noted in the record; where neighbors raised concerns (for example, a concern about noise and parking at an existing bar), the council in at least one case chose to table the matter to obtain police-report data.

Contracts, purchases and grants - Authorization to lease two fire department vehicles (Tahoe and F-250) was presented; council deferred detailed motion and moved the item for executive-session discussion (as recorded). - Authorization to award contract to Kenlock Equipment Supply for lease of specialized sewer-recording equipment in the amount of $1,000,253.84 (5-year lease with maintenance) was approved. - Award for sanitary sewer trunk line project (Glasgow to Bridal Road) to R.D.H. Site & Concrete LLC for $2,161,475.50: approved; project expected to be reimbursed under approved agreements. - Mission Police Department: acceptance of supplemental Operation Stonegarden grant award (~$104,934) to acquire all-terrain vehicles and trailers: authorized. - Authorization to purchase hot-mix and cold-mix asphalt from awardee (annual contract with optional renewals): approved. - Authorization to ratify purchase of four network firewalls for police and city facilities using TIPs contract: approved. - Authorization to purchase an ambulance (transit-type) for medic purposes: approved. - Authorization for annual wellness/physical evaluations for public safety personnel (FPA physicals) from sole-source vendor LifeScan Wellness Center (~$83,000): approved.

Items tabled, denied or continued - Item 29 (related to a firefighter bargaining/meet-and-confer amendment) was pulled for separate review and subsequently approved as discussed. - The developer request involving a letter of credit and the recording of the Lehi Misiones plat was denied 5-0 (see separate coverage). - The City tabled or requested police-report data before deciding on a conditional-use permit renewal for a downtown bar (the Ice House); council voted to table the item pending police documentation.

The council also authorized routine housekeeping motions, routine events, and adjourned the meeting following executive session action ratifications.
