The board of the Department of Public Health voted to recommend reinstatement of Dr. Elizabeth Lynch’s veterinary license after reviewing two letters from veterinarians and discussing her supervised work at two practices. The motion to recommend reinstatement was made, seconded and carried by voice vote.
Board members said the letters received since the board’s November meeting, together with Lynch’s supervised time at two veterinary practices, satisfied the conditions the board had previously set. Dr. Lynch told the panel she had practiced for five years in a specialty practice before pausing her clinical work for family reasons and that she had maintained her license because she intended to return. “I was in practice for 5 years in an all specialty practice before I had 3 children and moved 3 times. So … I kept my license up because I always thought I would go back,” Dr. Elizabeth Lynch said.
Members noted they had been inclined to favor reinstatement at the prior meeting and that the new letters pushed that toward a formal recommendation. One member said the time Lynch spent working with veterinarians at two practices was “valuable” and that she had learned from those placements. Another board member referenced out-of-state practices, noting some states offer provisional licensure that requires supervised practice post-licensure; the comment was offered as context, not as a legal requirement in this proceeding.
A motion to recommend reinstatement was made and seconded; two board members voiced “aye” on the record and the chair announced the motion had carried. The board did not record any spoken opposition on the transcript. The meeting closed after the board made the recommendation and members moved to adjourn.
