Senate signs substitute for utility bill after enrollment

Later on the floor the secretary read the short title, "Senate substitute number 2 for senate bill number 4, an act relating to utilities," and, with no objections recorded, the bill was signed by the presiding officer so that it may proceed toward becoming law.
