Goodwin University submits letter of intent to add Waterbury site for LPN program

Goodwin University told the Board of Examiners for Nursing on March 19 it intends to add Waterbury as an instructional site for its licensed practical nurse (LPN) program and will provide a feasibility study and supporting curriculum materials for departmental and board review.
Vivian Bridal, school dean of nursing at Goodwin University, said the university plans to start with one program at the Waterbury site with both full‑time (day) and part‑time (evening) options and expand later. Bridal said Goodwin already operates in East Hartford and Bridgeport and is seeking to replicate the LPN program model in Waterbury.
Board members asked for a feasibility study, curriculum documentation and other materials that the Department of Public Health requires before the board would act on any approval. Cindy Arpin asked whether the board would receive a feasibility study and curriculum; Bridal and Chair Gina Reiners confirmed that such materials will be provided. Helen Smith of DPH confirmed a feasibility study will be required.
Board members also asked about Goodwin’s leadership. Bridal confirmed Mark Sheinberg remains Goodwin’s president; Reiners noted an agreement with the U.S. Department of Justice dated May 2022 includes conditions on leadership transitions, which Reiners said gives Sheinberg two more years per that agreement.
The board took no vote on the letter of intent; members directed Goodwin and DPH staff to submit the feasibility study, curriculum and any required documentation for a future meeting and review.
Why it matters: Adding a new instructional site changes clinical placements and program capacity and must meet state standards. DPH and the board will review the feasibility study and curriculum before permitting instruction at the new site.
