City staff to step back from minute-taking; Barnes Lake bylaws require committee-appointed recorder

City of Tumwater staff informed the Barnes Lake Management District that, because of internal workload reallocation, they will not continue to take meeting minutes for the district. Staff said they will remain involved in volunteer support and water-quality monitoring but must focus on regulatory duties.
Patrick Soderberg and Dave Congheiser told the committee that the district bylaws specify meeting minutes should be taken by committee members and that the person filling that role should be elected by the committee. The committee discussed current practice — city staff taking minutes then posting them for member review — and agreed to take the appointment up at the next meeting so members who want the responsibility can volunteer.
Committee members raised practical concerns about the time commitment required to transcribe and finalize minutes. Staff noted they review recording options, including automated transcripts, but said the committee should capture main conversation points and decisions rather than verbatim transcripts; staff did not recommend fully automated transcription for final minutes.
No formal vote was taken. The committee agreed to place the recorder appointment on the next meeting agenda (April 9) so members can vote on who will take minutes going forward. Staff said they will continue to support the committee in limited roles and will provide past minutes and budget materials during the transition.
