At its March 24 meeting, the Franklin Public Library Board of Trustees approved the previous meeting minutes and authorized invoices for Fund 15 and Fund 16, then reviewed year-to-date expenses and staffing-related interdepartmental charges.
Trustees approved $11,209.38 in Fund 15 invoices and $5,942.26 in Fund 16 invoices. The board voted on both motions by voice and recorded the results as carried; no opposed or abstentions were announced. The minutes for the earlier meeting were also approved.
Treasurer and trustees noted that Fund 15 expenses are concentrated in personal services and employee benefits, representing more than two-thirds of that fund’s outlays. Fund 16 spending is low year-to-date (around 7.17 percent), a pattern trustees attributed to program seasonality and vendor payments that will materialize later in the year. Trustees asked for a future breakdown of interdepartmental charges allocated to facilities and utilities; they learned those charges primarily reflect custodial labor and supplies and that the library receives a monthly charge from the city for those services.
Trustees discussed better tracking of donations that pass through the Franklin Library Foundation. The board requested that the foundation’s treasurer provide a report so trustees can see which programs and capital items foundation funds supported in 2024. Trustees said that having a separate foundation financial statement and including the foundation treasurer’s report in board packets would help planning for future capital needs and fundraising priorities.
The board also discussed scheduling a joint planning meeting with the foundation, targeting June to maximize member availability. The meeting would be planning-focused rather than action-oriented; trustees suggested evening timing and informal hospitality to encourage attendance.
