Committee forwards acceptance of Palermo drinking‑water facility fence replacement

The City of Tumwater Public Works Committee voted March 20 to forward to the City Council a recommendation to accept the Palermo security fencing replacement project as complete and place the acceptance on the April 1 consent calendar.
Steve (public works staff) presented the project and said it replaced approximately 1,180 feet of perimeter chain‑link fencing that did not meet current drinking‑water security standards, and added access control and monitoring features. He told the committee the project was part of a larger drinking‑water security program that also includes surveillance, locks and other measures.
The committee was informed the project budget was $200,000. The fence contract with West Coast Fence Pros of Grand Mound came in at $162,659.82. Steve said the work included temporary fencing while construction proceeded and that the new fence includes a concrete footing and other features to meet the drinking‑water standard.
Staff also noted the city has used a portion of recent rate increases dedicated to security improvements; those recurring funds are part of the revenue stream used for ongoing water‑facility security work. Committee discussion was limited to brief comments of support; one council member thanked staff and described the work as “much needed.”
The committee approved the staff recommendation by voice vote and will place the acceptance on the April 1 City Council consent calendar with a recommendation to authorize release of the performance bond when state law allows.
