Jackson County commissioners approve consent items, contracts and grants; several financial items budgeted

Jackson County commissioners approved a broad set of consent items, awards and routine contracts during their meeting, voting to adopt tourism grants, museum policies, budgeted equipment purchases and several service contracts.
The package of approved items included Tourism Development Council grants and sponsorships, appointments to advisory committees, museum governance documents, marketing and software procurement policies for the TDC, and several budgeted purchases and contract renewals.
Why it matters: collecting these routine approvals in the consent and general business portions keeps the county’s operations moving and implements previously budgeted expenditures for FY 2024–2025.
The board voted to: award a $500 TDC grant for the Reels and Heels women's fishing tournament; award $5,000 to support the Endeavor Convention Center grand opening; and award $3,000 in TDC funds to the Jackson County Disc Golf Club for the county’s Flex Series event. The board also confirmed one appointment to the planning commission (Robert Arnold, District 3) and approved two Museum Steering Committee appointments (Tammy Dasher and Kimberly Walters).
Museum policy and application: commissioners approved a collections-management policy for the planned Jackson County Museum and a companion exhibit application. Kelsey (TDC staff) explained the policy will set donation review standards, provenance checks and loan/deaccession procedures; commissioners asked staff to clarify the placement of deaccession language and to confirm committee selection procedures. A motion approving the policy included an instruction that staff revisit the deaccession/loan language for clarity.
TDC operations and procurement: the board approved a TDC marketing services procurement policy that allows TDC staff to execute certain marketing expenditures within the confines of the approved annual marketing plan while retaining compliance with county procurement thresholds. Kelsey said expenditures above county thresholds would still require additional approvals and that the board will receive periodic reports on how digital-marketing funds are spent.
Budgeted purchases and renewals: the board approved budgeted purchases of computers and monitors, the annual Microsoft “true up” enterprise statement, and the renewal of CivicRec (rental/booking software) at an increased but budgeted rate. Commissioners also approved a John Deere equipment quote on a Sourcewell contract and authorized a $84,000-per-year medical director contract for the county medical services. Purchase and contract motions were described in the meeting as budgeted capital or operating items.
Broadband consulting: commissioners approved a renewal of the county’s broadband-consultant contract with Finley Engineering. Staff said the renewal carries no current county money and is intended to keep the consulting relationship available; the consultants have supported mapping, local planning-technology-team meetings and letters of support for ISPs.
Interlocal and facility leases: the board approved an interlocal agreement with the town of Campbellton tied to a CDBG grant application for New Bethel Road infrastructure (water-main construction). The board also approved revisions to a lease with Partners for Pets; the revised lease adds a 180‑day vacate provision and a statement that the county will make a good‑faith effort to assist Partners for Pets in finding relocation space should the county require the property for another purpose.
Other approvals included the addition of a Unity Fiber “greenlight” package at the Endeavor Convention Center (permission for the vendor’s installation team to access the site) and several administrative items noted in the packet.
Ending: Staff will return to the board with any requested clarifications (museum text edits, procurement thresholds and grant reporting) and will implement the approved contracts and purchases per the county’s procurement rules.
