The applicant said the vehicle recycling operation and adjacent open storage have operated on portions of the property for decades and presented documentation that county environmental reviewers had inspected the site and certified “green yard” best practices. “The vehicle recycling portion of the property was legal operating from prior to zoning conformance,” Isabella Albert, a certified planner for the applicant, told the hearing master.
