Votes at a glance: council approves zoning changes, project deletions, fireworks site and GoEDC investment

Oshkosh — The Oshkosh Common Council on March 25 approved a package of ordinances and resolutions, and conducted first readings on several other code changes and zoning requests. Below are the council's formal actions and immediate outcomes.

Ordinances and resolutions approved (votes noted where recorded):

- Ordinance 25-134: Approve comprehensive land use plan amendment from light density residential to neighborhood commercial for property at 1705 Oshkosh Avenue. Planning Commission recommended approval. Vote: carried 7-0 (Larson, Eslinger, Flom, Bulow, Stevenson, Nichols, Muguower voted "aye").

- Ordinance 25-135: Approve deletion of officially mapped Projects Drive from its existing southern terminus southeasterly to Vinland Street. Planning Commission recommended approval. Vote: carried 7-0.

- Ordinance 25-136: Adopted (see separate article) to prohibit water skiing, wakeboarding, aquaplaning and similar activities on the Fox River. Vote: carried 7-0.

- Resolution 25-141: Approved Ames Point in Menomonee Park as the site for the July 4 Festival Foods fireworks show. Parks staff said the vendor working with Festival Foods could set up more easily at Ames Point and that moving the site was necessary after the prior vendor became unavailable; the parks director and public safety staff supported the move. Vote: carried 7-0. City memo cited setup/takedown and safety concerns at the island location.

- Resolution 25-142: Approved a five-year investment commitment to the Greater Oshkosh Economic Development Corporation (GoEDC). Tricia Rathermel of GoEDC attended and thanked the council. Several councilmembers praised GoEDC's work. Vote: carried 7-0.

First readings and items continued to a future meeting (no final action at this session):

- Ordinance 25-104: Comprehensive land use plan amendment from general commercial to light density residential for property at the east end of Christian Drive (first reading/public hearing; no speakers; public hearing closed and item to return for further action).

- Ordinance 25-137 (2750 Vinland Street), 25-138 (1120 South Kohler Street), 25-139 (parking code amendments including an application-based parking management system and allocation of enforcement between city and university), and 25-140 (public construction and services payment/assessment chapter reorganization) were introduced as first readings and will return for additional review.

Consent agenda: The consent agenda was approved on a 7-0 roll call at the start of the meeting.
