City Attorney Kevin Caracoli described the matter as a renewal of the city's long-standing cable franchise and said federal law and state public service regulations govern the franchise process. "The company proposed a 15 year agreement. We pushed back and indicated we really were more comfortable with a 10 year agreement," Caracoli said, adding that the franchise payment to the city remains the statutory maximum of 5% of gross revenue.
Caracoli provided context that the city has been receiving roughly $200,000 annually in cable franchise fees in recent years, with a high of about $250,000 in one year, and that revenues have declined with the rise of streaming services. The committee's action was to set a public hearing; Caracoli said a company representative is expected to attend the hearing to answer service questions.
The motion to set the public hearing was moved and seconded and passed by roll call with affirmative votes from members present. The public hearing will allow councilors and residents to review the proposed franchise terms and ask questions before any final approval.
No final franchise approval was taken at the committee meeting; setting the hearing was strictly procedural.
