15 Margaret Street encroachment City Attorney Kevin Curacoli introduced a public-space request by homeowners Jason and Christine Rinaldo of 15 Margaret Street, seeking authorization to allow a fence and other encroachments to remain. Some councilors said they had earlier discussed that walkway as a lightly used public walking trail and that returning the parcel to homeowners or formalizing an ownership transfer might be preferable because the parcel is landlocked. Others emphasized that the space remains public until a transfer occurs. The committee voted to table the encroachment request so staff can research options, legal implications and any deed or public-space records.
Votes: Both items were tabled. The committee recorded affirmative votes from Councilors Walker, Vinucci, Gozi, Burrage and Manucci on the encroachment item; the YMCA tabling recorded similar committee support.
