To fund the position, the council approved Resolution 24-25-173, which transfers $24,000 into the water plant management expense line and reduces the personnel services line by the same amount. The resolution, read into the record by the sponsor, traces the transfer to the appointment and states it takes effect immediately. Council discussion noted that the city will retain the former senior operator, Randy, in a reduced capacity to assist with transition while Sherman assumes the chief responsibilities.
The council also approved Resolution 24-25-174 to award contracts for water treatment plant chemicals for the contract period April 1, 2025, to March 31, 2026. Bids opened on Sept. 4, 2024; the resolution lists the lowest responsive bidders for the items bid and notes the city’s obligation to use specified chemicals to maintain compliance with New York State Department of Health guidelines.
All three resolutions passed on roll-call votes. Members recorded as voting in favor included Alderman Carpenter, Alderman Martisello, Alderman Quistamars, Alderman Holliday and Alderwoman Collins.
Council members discussed the operational transition, certifications held by Sherman and a short overlap so the outgoing operator can assist in the handover. The resolutions do not include employment contract details, start dates, or vendor names beyond "lowest responsive bidders" in the bid tabulation; those procurement details are maintained in the city’s contract files.
