The Euclid City Council voted Monday to approve Ordinance 013-25, renewing a contract with Steven Hovancic & Associates, Inc., to provide certified civil engineering verification reports, plan review and related services to the Building and Housing Department for up to four years.
The administration said the contract — first awarded in 2021 — covers plan review, inspections and verification for new housing builds and will be expanded to include commercial plan review. The city will not absorb additional costs: charges from Hovancic will be passed through to permit applicants.
Councilwoman Hannam moved to begin discussion and Councilwoman Steele seconded; the ordinance passed on a roll call vote with all members recorded as voting yes.
The administration described the renewal as necessary because the city does not currently have a civil engineer on staff to perform the specialized reviews and inspections. No dollar figure for the contract ceiling was provided during the discussion; staff said fees would be billed to customers as a pass-through.
