Representative Jordan Redmond, R-District 3, sponsored the bill and said it removes nonemergency health-care benefits and certain social benefits for people lacking lawful presence while preserving emergency care and actions "necessary to protect life and public safety." "I think with the passage of this bill, it really acts more of a deterrent," Redmond said, adding that the bill is meant to prioritize finite state resources for citizens.
