Council questions year-to-date finance report; staff to provide details

Council members raised questions about the citys year-to-date general fund report after staff presented numbers showing expenditures exceeding revenues in the current year.
A council member described the report as showing "actual general fund expenditures, 3,000,000 and some change, revenue, a million 9, and just so showing a net result of negative 1,200,000," and asked staff to explain the sizable difference from the prior year.
Staff said some of the variance reflects timing and accounting differences. One staff member noted that the library had a large revenue increase compared with the prior year and that some revenues simply arrived at different times. Later in the meeting a staff member summarized two main causes: the city had deliberately set a lower base last year by $250,000 and staff had collected about $282,000 less in property-tax receipts at the same point in the prior year because of a change that spread tax-bill payments biweekly. Additional differences were attributed to other revenue accounts and staff said they will provide a detailed explanation by email.
Separately, council members asked about an AP Triton consultant report scheduled for presentation next week. Several members said they want the consultant to present live so the council and the public can ask questions rather than receiving only a paper report.
Staff committed to follow up with the requested financial details and to coordinate presentation options for the consultant report.
