Commission approves Shovleville Pike auto shop; septic off-site and TDOT access concerns noted

The Rutherford County Regional Planning Commission voted to approve a site plan for an auto-repair shop at Shovleville (Shelbyville) Pike on March 24, 2029, contingent on addressing access and septic arrangements with state agencies and recording required easements.
Staff said most plan comments were addressed but reiterated TDOT would need to review and approve driveway improvements because the site fronts a state road. County staff noted there is a gravel entrance the state may require to be upgraded or removed. The plan as presented shows a detention pond, buffers and parking; staff also noted the septic field for the proposed shop appears to be off-site on the owner’s adjacent residential parcel and will require an off-site septic easement and corresponding waiver that must return to the commission for approval.
Commissioners raised operational concerns about vehicle storage and overflow parking, noting the site’s proximity to an adjacent used-car lot and the possibility that the repair shop could effectively become an extension of the car lot. Commissioners also discussed enforcement limits concerning trucks unloading vehicles at the roadside; staff said enforcement of unloading on the shoulder of State Route 231 (Shelbyville Pike) would be a law-enforcement issue.
Matt Taylor of SCC represented the applicant; the named applicants on the application are Prasav Abdaub and Zolan Kalif. The commission approved the site plan with staff comments; staff will require the applicant to record any necessary off-site easement for the septic system and to secure TDOT and TDEC approvals as required prior to permits.
