Council approves up-to-$100,000 contract with Burke Consulting to develop a five-year strategic plan

The Snoqualmie City Council voted unanimously March 24 to authorize the mayor to execute a professional services agreement with Burke Consulting of Seattle to develop a city strategic plan for an amount not to exceed $100,000.
The contract covers consultant-led facilitation, public input and preparation of a strategic plan document. Mayor Pro Tem Tim Holloway moved the authorization; Councilor Washington seconded the motion.
Council discussion emphasized that the strategic plan is intended as a five-year, “living” document that will incorporate public input and guide city projects and priorities irrespective of future council turnover. Councilors raised the practical question of whether a newly seated council following November elections would adopt and carry forward the plan; staff and several councilors said the public-input process and the document’s multi-year scope should make it durable across administrations.
Councilor Wotton praised the plan as a good investment that builds on past work. City Administrator Mike Chambliss and staff said the consultant will lead an initial kick-off workshop during the March 28 council retreat and that a second retreat later in the year will help crystallize public input into the draft plan. The motion passed unanimously.
