Stuart CRA approves letter of support for large mural at city‑owned site at 221 SW Flagler Ave.

The Community Redevelopment Agency of the City of Stuart voted unanimously on March 24, 2025, to adopt Resolution 02‑2025CRA authorizing the city manager to sign a letter of support for Stuart Main Street's proposed large mural on city‑owned property at 221 Southwest Flagler Avenue.

Jordan Pinkston, CRA program manager, told the board Stuart Main Street is applying for a grant to commission the mural and the grant application requires a letter of support because the artwork would be on city property. Pinkston said the proposed artwork will highlight the St. Lucie River ecosystem and "reflect the city's unique spirit and identity."

Board member Collins moved to adopt Resolution 02‑2025CRA and Board member Clark seconded. During discussion Board member Breckville requested that any request for proposals favor local artists; Breckville said, "there's a provision in there to that favors local artists." Pinkston and staff said the CRA has historically used local artists and that the project would return to the CRB for design and installation approvals and for possible application to the CRA's mural matching grant program.

A roll‑call vote approved the resolution: Board member James—yes; Board member Breckville—yes; Board member Gioby—yes; Board member Clark—yes; Vice Chair Collins—yes; Chair Rich—yes.

Staff said the proposed mural would cover multiple walls of the public restroom structure on the site (three walls are feasible; one wall contains doors) and that Stuart Main Street intends to follow the grant and CRB approval processes. If the grant is awarded, the project will return to the CRB for final mural approvals and any additional CRA matching‑grant requests.
