Interim state auditor asks subcommittee to extend proviso carryforward

Interim State Auditor Sue Moss told the Constitutional Subcommittee that her office is asking the panel to amend Proviso 108105.8 so carryforward funds can be used in the next fiscal year.
Moss, who identified herself as the interim state auditor, said the Office of the State Auditor has four divisions: the state agency division, Medicaid examinations, audit services and internal audit, all supported by an administration division. She described Medicaid examinations as the division that reviews nursing home cost reports to ensure Medicaid funds were paid correctly.
"Our ask this year is not a budget request, but an amendment to Proviso 108105.8. We'd like to continue that carry forward funds in the next fiscal year as well," Moss said.
Moss brought two colleagues to the hearing: Cindy Hogenboom, director of administration, and Vicky Funk, a senior manager in the office. She said audit services staff rotate between the state agency and Medicaid divisions, and that the internal audit function operates at the Department of Transportation.
Committee members asked no substantive questions following the presentation and the subcommittee moved on to the next item on its agenda. There was no recorded motion or vote related to the auditor's request during the meeting.
