House Bill 2 35, carried on the floor by Senator Dan Hartog, describes the plate design as similar in color and composition to the flag shown on a 1968 United States Postal Service stamp commemorating George Washington’s cruiser flag of 1775. “What I think is most significant about this flag is it represents a new way of thinking,” Hartog said while opening debate, linking the symbol to themes in the Declaration of Independence. Debate on the Senate floor was brief and the bill moved quickly to final action.
The roll call on final passage showed 26 senators in favor, eight opposed and one absent; the majority voting in the affirmative meant House Bill 2 35 passed the Senate. The title was corrected and the bill will be returned to the House of Representatives for any further action required there.
Supporters framed the plate as a historical commemoration tied to Founding-era symbolism. There were no sustained floor objections recorded during the Senate’s final consideration.
