Quentin Fletcher, deputy commissioner for the Office of Water Treatment and Reclamation, told the committee the original emergency authorization dates to Sept. 8, 2022, and that the extension is requested to maintain continuity of services while two posted solicitations are evaluated by procurement. “We ask for the 9 months to continue services until we have a new contract and recommendation for award,” Fletcher said.
A council member questioned the appropriateness of using emergency procurement for an interval that has effectively stretched over multiple years, saying an emergency contract “extended for 3 years” gives them “a little heartburn.” Fletcher responded that the extension does not add funding and that long equipment lead times during the pandemic — for example transformers and switchgear — were part of the reason the emergency contract was used and later extended.
The ordinance text waives part of the Atlanta City Code (Part 2, Chapter 2, Article 10, Division 4) to authorize the mayor’s designate to execute a third amendment to the listed emergency contract for time only. The committee record shows the motion was moved and seconded by committee members and the final vote was 4 yeas, 1 nay.
The committee did not provide additional funds in this vote; officials said the extension is intended as a stopgap while staff and procurement complete a competitive selection process.
