Mayor Sullivan and council members said the pause affects only state quarterly funding (about $42,000 annually in total state support for the library) and that the library has already received two of the quarterly payments this fiscal year. “There was not defunding. A pause,” a city official told the council when members sought clarification on the status of the state funds.
