Board approves FY24'25 grant and project carry-forwards totaling $548.1 million

The Seminole County Board of County Commissioners unanimously approved the annual grant and project carry-forward budget amendment resolution, reappropriating balances from the prior fiscal year into FY25.
Timothy Jechs, director of Management and Budget, told the board the FY24 final budget included 896 projects; 605 of those projects are being carried forward and 291 were completed. Jechs reported total carry-forward balances of $548,126,662, of which $90,700,000 are dedicated grant carryforwards and $457,000,000 are assigned fund balances collected in prior years and assigned to board-approved projects.
Jechs provided a breakdown of major categories: $23,000,000 in community services grants; $12,600,000 in water-utility grants including a septic-to-sewer program; $21,000,000 in public works grants (including the Midway drainage project); $15,000,000 in ARPA-related projects; $88,000,000 in bond funding issued for the 5 Points Development Project court phase; $181,000,000 carried for 143 active sales-tax projects; $96,000,000 across 130 water-utility and solid-waste capital projects; $42,000,000 in fire department projects (new stations, renovations, fleet); $24,500,000 in other restricted funds and $9,400,000 in general-funded projects (primarily Sheriff's Office and Facilities).
A commissioner moved to approve the BAR; the motion was seconded and carried unanimously. Jechs said closed projects returned $15,100,000 to fund reserves and noted the full project list appears in the meeting backup materials.
