Council awards annual utility repairs contract to A and D Excavating

The Committee of the Whole awarded the city’s annual utility repair contract for sanitary sewer, water main and storm sewer repairs to A and D Excavating at the March 24 meeting.
Mr. Lieberman described the procurement and said three bids were opened; the low bidder, A and D Excavating, is a locally based startup. "We did a little, you know, talk to them, just make sure there were no disqualifying factors and we're comfortable that they can do this work," Lieberman said. He told the committee the low bid was about 24% under the engineer’s estimate.
Councilmember Lunsky asked whether the contract guaranteed payment if work was not performed; Lieberman responded the contractor is paid based on the amount of work actually accomplished and there is no guaranteed minimum. He said the city has enough planned work to keep the contractor occupied and that the contract provides an on-call avenue for emergency breaks.
Councilmember Osovsky moved approval; Berg seconded. The committee held a voice vote and the motion carried unanimously.
Why it matters: the contract establishes a citywide on-call and planned-work contractor for pipe and sewer repairs and will be used for emergency responses to water-main breaks as well as planned maintenance.
