Peoria County Board appropriates $120,000 for pedestrian safety improvements on Rock Island Trail crossing

Peoria County Board members approved an appropriation of $120,000 on a motion by County Board Member Danny Couch, seconded by Marston, to fund pedestrian-safety work at the Rock Island Trail crossing on Cedar Hills Drive.
County staff said the project will shorten the crossing distance where the trail meets the roadway about a half mile east of Dunlap and add flashing beacons so pedestrians can alert motorists. Staff said Illinois Department of Transportation (IDOT) requires the appropriation before the county proceeds with bid letting; a bid letting for the project is scheduled for the next day.
The county presented the appropriation as a construction authorization and said the $120,000 includes a buffer for potential price increases; staff estimated the final cost could be closer to $80,000. Board members asked whether the county or another agency will maintain the flashing beacons; staff said the improvements are entirely in county right-of-way and the county will maintain them. Staff also said the beacons are solar-powered and expected to be low maintenance.
The board voted and the motion carried unanimously. Staff said the formal bid award will be brought back to the board at a future meeting.
